Subdivision, Consolidation and Land Readjustment

A parcel's boundaries are not fixed; it can be subdivided in line with the zoning plan, merged with neighboring parcels, or reorganized at the scale of a whole district. These operations directly affect a parcel's development rights and value.
Subdivision (ifraz)
The division of a parcel, in line with the zoning plan, into more than one parcel. The minimum parcel size and street frontage set out in the zoning plan must be met. The application is made to the municipality and registered to the deed by a resolution of the municipal executive committee.
Consolidation (tevhid)
The merger of two or more neighboring parcels into a single parcel. Merging small parcels is a method often used in urban transformation to achieve more efficient development and a larger building.
Land readjustment (parselasyon / imar uygulaması)
In areas where a zoning plan exists but the parcel layout does not match it, the authority merges all the parcels and redistributes them according to the plan. In this process, a public-purpose contribution share (düzenleme ortaklık payı) is deducted from the parcels to provide for public spaces such as roads, parks and schools; the deduction rate is capped by law. As a result, the owner's area within their old parcel shrinks, but the new parcel gains zoning status.
